So I've been looking in the Federal Register for the excutive order where President Trump restored the Republic.  I havn't been able to find any of the veriage that is mentioned in this video:

I Donald J. Trump as president of the United State of America take back our utilities from the United States. 

The standard excutive order goes like this: 

By the authority vested in me as President by the Constitution and the
laws of the United States of America, it is hereby ordered as follows...

But as I was looking through the excutives orders I found something that made me smile and reminded me of when Trump and Pence were doing things with bottles of water.

 Executive Order  13778 Dated Feb 28, 2017 is titled:

Restoring the Rule of Law, Federalism, and Economic Growth by Reviewing the “Waters of the United States” Rule.
