I have tinnitus.A few years ago I was evaluated by an ENT specialist at a Harvard Medical School teaching hospital. He said that tinnitus is often a sign of hearing loss...which was confirmed in my case when I had a full hearing test. The doctor said that tinnitus is typically caused by the part of the brain that handles sound “turning up the volume” because it's not receiving signals as strong as it's accustomed to receiving.

Yes, that is one cause.
Another is destroyed cilia in the semicircular canals, from disease of thru accident or overload.....................
