I’m not an expert but it’s been explained to me that the fuel-air vapor over the fuel in a partially filled tank won’t burn because it’s too fuel-rich. That’s why we don’t worry too much about igniting our car’s fuel in the tank when the cap is off.

Correct. You have an electric motor in your automobile fuel tank. There are at least 10,000 cars for every aircraft. Ever heard of a car exploding because of the wiring to the pump was damaged?
