I would think that FF narratives are significantly enabled by a Culture that has deteriorated to a point where Justice, Law and Enforcement routinely operates on a Double Standard.
This allows the opportunistic FF Narrative to be adapted to any incident by using Politicized media to Blame the Good Guy and Sanctifying the Criminal responsible for the offense to Civilization.
A Premeditated FF situation also advantages from this routinely accepted Double Standard, example: Russia, Russia, Russia.
