In the Netherlands, “Highlands” are anywhere that sits above sea level.
I just looked it up: the Vaalserberg, near the Belgian and German borders with the Netherlands, is 1,058 feet high. Some have reportedly climbed it without oxygen. (OK, I made that last bit up.)
