I think they’re scared sh!tless of him, and have no good idea at all of what to do but grasp at straws.
I think you’re right about them being scared of him, 100%. Further, I think he greatly disrupted their “reset” timeline.
I think if Hillary was in, this whole operation would have been smooth as glass. I probably would have had my shots and wouldn’t be thinking anything of it right now.
I really hope you are right that they’re just frantically pulling levers in the hopes that they find something that works. If that’s the case, we likely have a good shot at this.
