I can’t answer the question in terms of motive. Perhaps, it was to assure Taiwan that America would honor her treaty with Taiwan to defend her from any external invasion ( since Hong Kong was then going to be returned to China by the British after a 99 year lease agreement with the Ching Empire and the Taiwan government were nervous about the near future ).
But China in 1997 is not the China today.
For one, China did not have the military strength and technology that she has now ( after years of spying and stealing our technology, this is where she is now ). China can arguably match America’s military strength today ( she has MORE soldiers too while here, we are all concerned with being woke and dependent on green energy at the same time, having a feeble and compromised Commander in Chief who just LOST Afghanistan, giving up $80 billion worth of arms and equipment to the Taliban).
Secondly, the President of China then was the less belligerent Jiang Zhemin, whose priority was ECONOMIC GROWTH. Then, Taiwan was moving and establishing lots of factories for manufacturing in China. His goal and focus then was to slowly but surely TRAIN China’s intelligent population to acquire western technology.
Thirdly, the President of Taiwan then was Lee Teng Hui, the Taiwanese head of the Kuomintang. Although he had personal sympathies regarding Taiwan’s independence, he never rocked the boat so to speak regarding outrightly wanting Taiwan to be independent, preferring to tread the issue softly and quietly with balance.
Fourthly, the generation of Taiwan then were not very vocal about Independence. Today’s generation is different. The vast majority do not consider themselves to be Chinese any longer and prefer Taiwan to chart its own course as an independent Nation. ENTER: Xi Jin Ping, who, like Putin, wants an all powerful China that dominates the world as his legacy. His ambition is to UNIFY all of China’s historical territories ( damn treaties and agreements ).
So, without waiting for the 50 years since 1997 for the One nation two systems treaty to expire with regards to Hong Kong, he simply took over the city disregarding the citizen’s desire.
Taiwan is next, then the disputed islands around the Eastern and Southern Part of China. Then, the disputed boder with India... etc.

Pelosi in her Machiavellian way, has successfully changed the conversation away from her drunken, corrupt husband and the fact that both of them orchestrated between them the insider trading purchase of stocks in a chip-making company right before Nancy facilitated the chip-makers’ handout bill from the gov’t passed by Congress. Crooked until the very end of her regime.
She doesn’t care one whit about the international ramifications of her going to Taiwan and ginning up a possible war with China. Nancy and her husband have made megabucks over the years on matters Chinese. This is just a cover-up to distance herself from all of her family’s corrupt deals with China by appearing to go up against them this last minute over Taiwan.
She accomplishes a lot here. She’s conned hawkish Republicans into siding with her so that her image will be burnished as she prepares for her retirement from the House of Reps. She wants to go out on some moral high point rather than on the bad note that her family is crooked, just like Biden’s family. And sucker Pubs have fallen for her diversionary tactics hook, line and sinker.
This hag will retire before she gets impeached or indicted; she is also taking one last bucket list junket to the East Asian countries on the taxpayer’s dollar before her swan song. She and her husband should be locked up in jail but won’t be, as she is a Dem and thus part of the elitist protected class serving as their chief crook who got rich by the insider trading tips that she passed off to her husband for lo these many years.
As retribution I hope she rots in hell for eternity, and she believes in hell as she’s such a good Catholic, you know.

My bet—She will not go—Biden/Nancy will Blink. They will cite some reason or another. Maybe she will catch Covid? Or have engine problems. Now any cancellation of the trip will be seen as a Victory for Red China. It will tell Taiwan—they must re-unify because the USA will not back them up. Then we will know who is really in charge—Xi.
