I can't say, with certainty, that this video has or has not been doctored orr when it was recorded. But if it's real, than there is a definite problem.

That was a while ago. She's talking about the “Byrd Rule” which relates to changes made to bill that have been voted on. The term of art is “Byrd Scrub” which is a legitimate congressional tactic.
However, it end up sounding hysterical when she tries to explain it after a few Manhattans.
