Stalin wanted to see Ukraine merely as a territory with rich farmland that could be exploited for his pragmatic plan: to strengthen the army that, eventually would subjugate the whole world, molding it into his personal empire. But the most horrific genocide was committed in rural areas.

In June 1932, Ulas Chubar, then the head of the government of the Ukrainian SSR, wrote to Stalin that after the forced collectivization and the numerous requisitions of grain, Ukraine urgently needs help or, otherwise, there will be mass starvation.

In response, the quotas of grain that the Ukraine farmers “owed” to the government were only increased. By June 30, 1932, the entire stock of seed grain was taken away from Ukraine.

On August 7, 1932, Stalin’s government issued a decree that made it a crime for a farmer to take home even a tiny amount of grain from the collective farm fields. Those who were caught gleaning grain were ordered to be executed on the spot. Only if the weight of the “stolen” grain was equal to, or less than, the weight of approximately 5 kernels of wheat, the execution could be replaced by at least 10 years of hard labor with confiscation of all belongings.

Children were not exempt from this barbaric law. In that same month of August, employees of all railroads in Ukraine were ordered not to let peasants board the trains going from the rural areas to big cities, unless they had a special permit from their collective farm and local Communist Party authorities.

All highways and country roads were patrolled by armed special police units. So, millions of impoverished, exhausted, hungry, sick, barely moving people were herded to the collective farm fields for back-breaking labor every day, without being even minimally compensated and without any chance to escape.

To make things even deadlier, a number of regions in Ukraine (especially areas in the east and southeast where the soil was the richest) were demanded to pay absolutely fantastic fines for not reaching the grain quotas; for example, an area could receive orders to pay its “debt” in grain, and then, as punishment, also 15 times this weight paid with meat of the livestock (which was not there because it had been slaughtered due to hunger and the lack of fodder).

In the many areas that were announced to be “malicious debtors,” all food stores were closed down and farmers’ markets were outlawed. Meanwhile, special armed bands of the military and civilian “activists” continued to raid villages, taking away all food.

And so Putin looks to follow in the criminal footsteps of his master.

I’ve said this before you make a deal with a devil - Hitler to get back at greater devil - Stalin (In his mind!) you will do terrible things. It’s not hard to understand. In some sense the Western Allies powers were under the same moral calculus with their alliance with Stalin. To the Western Allies Hitler was the greater devil. The Allies even let the chief jurist of the Moscow Show Trials be a judge at Nuremberg, in my mind tainting those proceeding’s. However, there was really no other choice. Russia Moves to Annex Ukrainian Land in September

“The Kremlin is in a dash to hold referendums in Ukrainian territories occupied by its troops to give grounds for President Vladimir Putin to absorb them into Russia as early as September, according to people familiar with the strategy.

Officials are preparing to organize votes in areas currently controlled by the Russian military and any others its troops are able to seize in coming weeks, three people said. The goal is to conduct referendums on joining Russia by Sept. 15, two of the people said, asking not to be identified because the issue is sensitive.

The project is directed by Sergei Kiriyenko, the Kremlin’s first deputy chief of staff, according to the people, with attention focused on the Donetsk and Luhansk regions in Ukraine’s east as well as the southern territories of Kherson and Zaporizhzhia. Kiriyenko, who is under US and European Union sanctions, regularly visits occupied territories to oversee officials preparing for the referendums, they said.

With its military struggling to advance in recent months, annexation would give the Kremlin a sign of apparent progress in the operation to show Russians and signal its unwillingness to discuss giving up the territories in any potential future peace talks. Russia has begun preparations for a referendum in occupied Luhansk, though there’s “no need for them because the occupation authorities may count however they like,” the region’s Ukrainian Governor Serhiy Haidai said in TV comments Thursday. “The true referendum result is that more than 100,000 people have left the regional center” of Sievierodonetsk that was almost completely destroyed when Russian troops seized the city in June, he said.

3. External supervision over structure-forming and strategically important enterprises, with the aim of controlling asset preservation and ensuring good management.

5. Introduction of external management on military industrial complex, nuclear power and industry, as well as metallurgical, chemical and other industries which pose a threat to the environment and the population.

TRANSITIONAL ADMINISTRATION
Prior to the constitutional reform, the elections to the Verkhovna Rada and the formation of a legitimate government, provisional authorities should be established. It is proposed to retain local self-government bodies and district courts on the basis of existing ones. Transitional public authorities should be formed in the order as follows:
1. Within a week, hold an election to the local self-government bodies of the liberated towns / cities (the former national authorities that were formed after the 2014 coup are to be found non-legitimate) and elect representatives to the People’s Assembly, that will convene to form new national executive bodies and draft the new Constitution.
2. Form the People’s Self-Government Committee at the first meeting of the People’s Assembly, which will be entrusted to perform the functions of the Ukrainian government until the election of the Verkhovna Rada takes place.
3. The People’s Self-Government Committee (KNS) is to appoint the ministers (except for the ministers of security forces and the foreign minister, who are to be eliminated), heads of departments, the National Bank of Ukraine, directors of structure-forming, strategically significant and environmentally hazardous enterprises (that will have external management).
4.The KNS appoints the acting heads of regional administrations, whose functions will be limited to ensuring law and order as well as the operation of regional life support systems, fiscal and other republican bodies.
5. Police units and the support systems of towns / cities will be transferred to local self-government bodies.
6. In Donetsk and Odessa, people’s tribunals – that will review the committed crimes against humanity, war crimes, political repressions, acts of genocide on the territory of LDPR and Ukraine, respectively – will be launched. The members of the tribunals shall be appointed via a general public assembly; charges shall be passed on to courts located in the areas where the crimes had been committed.
7. The People’s Assembly will impose a moratorium – for any leadership positions and participation in elections – on persons who participated in the 2014 coup and then worked for state authorities and law enforcement agencies, as well as those who are accused or suspected of committing crimes.
8. The martial law, introduced by Zelensky, will be maintained until the election of a new Verkhovna Rada. Representatives of the Russian armed forces, stationed in the respective localities, are to monitor the observance of martial law.
9. At the request of the population of Ukraine’s liberated regions, referendums will be held on secession and the creation of sovereign people’s republics.
In the future, they can unite to form new state entities (Novorossiya, Malorossiya, Slobozhanshchina …) or rejoin Russia (the reserve option).
