If course, there is the larger fact that there is much speculation on China's intent to become the world's top power player.

The Chinese Communist Party knows it can never match our innovation that’s why it sends 400,000 students a year to our country...such as at Massachusetts Institute of Technology and others like it.....
Every person that is born in China is ‘mandated by their law’ to spy for the People’s Republic of China.....therefore students don’t see it as spying rather their ‘duty’.
The bulk of Chinese students are undergrads and unlikely to be very effective spies. Grad students have more access to technical information worth collecting.
It’s the post-docs, visiting professors, and faculty members from China that most bear watching. Some of them have likely received intensive training in network penetration, and US university IT networks have notoriously bad security.
But even bad relatively ineffective spies when there are so many can send back a lot of information.
the USA is training our next generation enemies.
worse still these students are required by chinese law to be spies.
