EXCLUSIVE Details of the case of high treason of the former head of the Security Service of Ukraine in Crimea Oleg Kulinich and former deputy secretary of the National Security and Defense Council of Ukraine Vladimir Sivkovich, who are suspected of surrendering the south of Ukraine to the Russian invaders in February 2022, have become known. According to the investigation, both worked for the enemy since at least June 2019 and created the ground for the rapid and almost unhindered occupation of the southern regions of Ukraine.

However, for more than 2 years of this criminal activity, law enforcement agencies have not stopped it, which allowed Russia to seize the south of our state. The details of the high treason of Sivkovich and Kulinich became known from the text of the suspicion, which is available to OBOZREVATEL.

According to the investigation, Sivkovich and Kulinich were part of a criminal organization created by Igor Chumakov, head of the 9th (”Ukrainian”) Department of the Operational Information Department of the 5th service of the Federal Security Service of the Russian Federation. On the Russian side, it included Alexander Chulindin, an employee of the 1st Department of the 9th Department of the Operational Information Department of the 5th service of the Federal Security Service of the Russian Federation, and Marina Terentyeva, an employee of the same department, as well as unidentified representatives of the Russian authorities and the FSB. In Ukraine, former deputy secretary of the national security and Defense Council of Ukraine Volodymyr Sivkovich, an employee of the Security Service of Ukraine Oleg Kulinich and other citizens of Ukraine became members of the group.

Sivkovich and Kulinich took over the provision of intelligence and subversive activities against Ukraine: they passed on information constituting a state secret to the aggressor, influenced personnel appointments and management decisions in the SBU, providing influence on the service of the aggressor state. It was Kulinich, under the Coordination of Sivkovich, who eventually ensured the rapid occupation of the southern regions of Ukraine, hiding information from counterintelligence about the aggressor’s offensive from the occupied Crimea from the leadership of the SBU and the state.

This information is confirmed by the evidence available to the investigation of the work of Sivkovich and Kulinich for Russia for at least 2.5 years - but all this time the traitor in uniform continued to lead the Main Directorate of the SBU in Crimea.

In the criminal tandem of Sivkovich and Kulinich, the first coordinated the activities of the traitor with the SBU and the persons recruited by him. Kulinich, both personally and with the help of other traitors, collected secret information necessary for the FSB and passed it on to Sivkovich.

According to the investigation, this cooperation began no later than June 2, 2019. Sivkovich agreed to work for the enemy, hoping to return to power after the Russian occupation of Ukraine. In addition to collecting and transmitting classified information to the enemy, he volunteered to use his connections preserved from pre-Maidan times to change the Euro-Atlantic course of Ukraine to neutral and undertook to influence Personnel, Management and other decisions in the security service of Ukraine.

Investigators also claim that even then Sivkovich knew about Russia’s preparations for a full - scale invasion of Ukraine from the occupied Crimea - and one of his tasks was to make sure that at the time of the “X - hour” - the beginning of the invasion-the top leadership of the state found out about this as late as possible. This task was directly implemented by Kulinich, who hid counterintelligence information about the beginning of the invasion from Crimea a few hours before the Russians launched an offensive in the south on February 24. Sivkovich recruited the performers of the tasks set through the “political office” established in Moscow, which, under the screen of “socio-political activities”, searched for and attracted to cooperation persons who could be useful in collecting classified information and influencing the SBU.

Oleg Kulinich was also recruited by the FSB no later than June 2019. Sivkovich became a contact between him and representatives of the aggressor state.

SBU officer Kulinich had access to restricted information, which he passed on to Sivkovich. Kulinich was also given the task of contributing to the necessary personnel and management decisions in the SBU.

So, in particular, since 2019, Sivkovich and Kulinich have used all the opportunities available to them to retain individual representatives of the top leadership of the SBU and the State Border Service of Ukraine, whose resignations due to “inefficiency” were discussed at the highest level of state power in Ukraine. According to the investigation (judging by the text of the suspicion, telephone conversations of both traitors were intercepted), through these representatives of the leadership of the SBU and the state border service of Ukraine, Russia kept these Ukrainian structures under control.

Thanks to Kulinich and Sivkovich, as well as their “agents” in the top leadership of the SBU, the enemy since 2019 Rou knew everything that interested him about the activities of state officials and processes in the service, received data on the development of criminal elements on the territory of Ukraine, conducted by the SBU, as well as plans to create a separate unit within the GU WB SBU to combat smuggling, organized crime and crimes in the field of information security, the creation of 13 departments, received control over the activities of 5 departments of the Counterintelligence Department of the SBU, for this purpose, at the suggestion of the FSB, the infamous Andrey Naumov was lobbied for the post of First Deputy Head of the SBU.

Kulinich and Sivkovich lobbied for the appointment of “their” person to the position of an employee of the SBU Personnel Management Department, who later influenced the SBU leadership to make decisions that were beneficial to Russia. Judging by the text of the suspicion and the available evidence, there have been many such appointments in more than 2 years.

In telephone conversations, recordings of which are available to the investigation, Sivkovich and Kulinich discussed the results of activities to the detriment of Ukraine, discussed existing and potentially possible factors that negatively affect the state of national security, including in the military sphere. They also discussed the commission of actions that allowed the aggressor state to plan and implement aggressive actions against Ukraine, which began on February 24.

Also, Kulinich, who served as the head of the Main Directorate of the SBU in Crimea, was responsible for ensuring that the SBU leadership did not receive intelligence-transmitted data on the preparation of the invasion of Russian troops into Ukraine from the temporarily occupied Crimea. Which he did on the night of February 24.

The fact that the invasion will begin in the coming hours, SBU counterintelligence officers reported to Kulinich at 1:03 on the night of February 24 - through a message in the Messenger chat, which was used by the leadership and personnel of the Main Directorate of the SBU in Crimea for rapid exchange of information.

“In accordance with the content of the specified message, 24.02.2022 at 04 O’clock. 00 min. units of the Russian Armed Forces will launch an offensive from the temporarily occupied territory of the Autonomous Republic of Crimea to the mainland of Ukraine. In turn, Kulinich a.m. got acquainted with the content of the specified message at 01 O’clock. 11 min. In the future, in order to inform the management of the security service of Ukraine in a timely manner about received intelligence information in favor of Ukraine, ...a responsible employee of the Main Directorate of the SBU in the Autonomous Republic of Crimea prepared an encrypted information message with information received about the enemy plans and intentions of the Armed Forces of the Russian Federation against Ukraine, which, after signing by an Authorized Person (head of the Main Directorate of the SBU in the Autonomous Republic of Crimea Kulinich a.m.), was planned to be sent via secure means of communication to the central office of the security service of Ukraine... to respond, “ the text of the suspicion says.

But Kulinich, after reading the text message and encryption for Kiev, did not sign the message for the SBU leadership and did not provide any instructions to his subordinates to inform the state authorities about the enemy’s plans to launch an invasion.

That is why the Russian attack from Crimea came as a surprise to the Armed Forces of Ukraine, and therefore the invaders were able to occupy the southern regions of Ukraine as quickly as possible.

Both Sivkovich and Kulinich were charged with spying for the aggressor state and high treason. However, those officials who, having information about Kulinich’s work for the enemy, having records of conversations between him and Sivkovich with irrefutable evidence of treason, allowed the traitor in uniform to lead the Crimean Department of the SBU for years and help occupy the Kherson region and other southern regions of Ukraine - so far have not answered for anything.

Recall that on July 23, 2022, it became known that the state Bureau of Investigation reported suspicion of treason to ex-deputy secretary of the national security and Defense Council Sivkovich and three employees of the FSB of the Russian Federation.

It is also known that on July 18, the court sent to prison the former head of the SBU Department in Crimea Kulinich, suspected of treason and aiding the invaders.

At least we agree to one part of the equation. The other half is acknowledging Zelensky is no better, mired in corruption, support of an immoral western agenda ( homosexuality, gay marriage, etc), and no desire for Peace.
