That's not true with Orthopox viruses. It was the practice to vaccinate people exposed to Smallpox several days after exposure. It might not completely prevent Smallpox but can decrease the severity. Orthopox virus infections take awhile to get going. Vaccination as soon as possible after exposure was a known way of cutting the risks.
