At most busy airports it takes more than a half hour from engine start to takeoff for that 17 minutes of wheels up. Surprising they would even bother to retract the landing gear or put flaps up for a flight of that short time. Save wear and tear on actuators.

We retract the gear and flaps promptly after take off to reduce drag which would have a negative impact on aircraft performance if we were to experience an engine failure while low and slow.

These people drive to their personal hanger, jump out of limo and step onto readied plane and off they go. Probably 5 minutes on each end.
