Law 54 on domestic violence will now protect against pet mistreatment following Governor Pedro Pierluisi’s signing into law House Bill 582 authored by Representative Ángel Matos García, Popular Democratic Party House Leader.
The amendment to Law 54, known as “Law for the Prevention [of] and Intervention in Domestic Violence”, includes threat of pet mistreatment or [pet] mistreatment [itself] within the behaviors that are defined as intimidation and psychological violence and categorizes new aggravating circumstances.
According to the legislator, studies have shown that these behaviors are part of the tactics the aggressor performs to inflict fear, despair, sadness, or intimidation, which results in psychological mistreatment of partners or ex-partners.
“As part of the incidents of domestic violence perpetrated in our island, several cases of animal mistreatment have occurred in which the aggressors have cruelly abused animals or pets with the intention of inflicting emotional damage on partners or ex-partners. With this law, we seek to address this problem and place responsibility on those who attempt not only against their partners, but [also] against pets who are part of the family,” Matos said.
Likewise, [bill] coauthor Representative Jocelyne M. Rodríguez Negrón, who is also Chairwoman of the [House] Women’s Affairs Committee, stated that she feels satisfied with the bill becoming law.
“Pets are beings who are loved as members of the family and, many times, the aggressor uses this feeling to manipulate a relationship. The House of Representatives, along with the Women’s Affairs Committee, will keep fighting until a decrease or eradication of this evil is achieved, which affects not only the victim, but [also] those who face this experience through a relative or friend,” she shared in written statements.

Effing morons. Animal rights nuts claim that even having pets is abuse. This law is going to be abused beyond belief. A number of years ago in Utah some grandfather was charged with animal cruelty for killing a rat that was near his grandkids play place. Freaking loonies.
I take it they don’t include roosters as pets, especially those used for cock fights.

My pets have always been family members. Violence against them would give me cause for divorce. Love me, love my dog. Period.
There is cock fighting in PR, which I’ve seen. Quite brutal. Should be banned for it’s own reason, not as part of domestic violence.

Ironically, there is a federal law in the books which bans cockfighting throughout the entire United States, including its territories. The Puerto Rican government is ignoring the law on the grounds that it attempts against the island’s culture and economy.

You are exactly right, just like gun-control laws, the Civil Rights Act, EPA laws, etc. C'mon conservatives, are we really stupid enough to fall for this? It is just a convenient excuse for the government to grab more control over our lives. For just this reason my position has always been that animals are property to do with as one pleases. I treat my animals better than most people treat their own children (fresh cooked meals every day, weekly adventures, daily exercise, swims in the summer, fenced in area of a few acres mixed wooded/fields, and a watchtower so they can watch the horses and cows across the street, sleep in my bed, etc.); however that is because I choose to treat them that way. If someone else, like my grandfather in his day, decides to keep them chained outside year 'round, who am I to judge... their dog is their property, and any laws restricting freedom to enjoy, train, work, or butcher your animals as you see fit are going to be abused to the point where no one can enjoy having pets anymore.
