People all over the world learn English as a second language. It is the exception to the rule to go to a country where you CANNOT speak English.
Especially in tourist locations.

Sure. But it can't be the expectation that everyone in every nation speaks only in a foreign language to cater to tourists. We certainly do not do so in the US, despite the fact that languages like Spanish, French, Mandarin/Cantonese, Hindi, etc. are spoken by huge numbers of tourists.
I expect the people who deal with customers in restaurants and other businesses in the US to be able to speak to me in clear English. I don't think it's unreasonable for folks in Hungary to expect people who deal with customers there to speak Hungarian.
