I don’t consider Andrew Johnson an especially bad president. After all, he got the French out of Mexico and acquired Alaska.

I agree. And I’ll give Buchanan a pass as well. Buchanan was bewildered by events, and he really had nothing in the past to guide him. He just got caught up in the hurricane.
So, yeah. I’d strike both Buchanan and Johnson from the list, and add George W. Bush. Bush had the lessons of Vietnam right in front of him. And yet he repeated the errors LBJ made.
But, wait. It gets worse. Thanks To W’s stupidity, Islam is on the march. They are winning everywhere.
US Grant was likewise bedeviled by personal defects (being an alcoholic and a poor judge of other’s character often go hand in hand - and it was the latter that soiled his administration) but was able to accomplish much positively as well.
