Why does it seem like the lakes and rivers east of the Rockies have monsters whereas west of the Rockies lakes and rivers seem comparatively benign?

Because the east is older. Much of the South and Midwest w Rd shallow seas when the dinosaurs ruled. The Rockies are relatively young.
