Yes they are and the majority of Hispanics in Hartford are from or have roots in PR - citizens since 1917. Some Dominicans as well.

What amazes me about Hartford, as well as Trenton, NJ, is how the squalor goes all the way up to the state capitol - the main industry in the area of Hartford immediately behind the capitol building seems to be opioid distribution - a shame as there is a beautiful park right in front.
