It’s probably tied to the “spending” power that justifies much of the DOE. The feds give you money but when you take it, it ties you up in whatever the DOE wants to make you do.
In this case, most of the local schools want to go full woke anyway. This EO will let them say they have no choice—the feds are making us. “If we don’t groom your kids, we lose federal funding.”
It’s one more layer of insulation that prevents the voters from having any role in the decisions that are actually made.
