The War is total BS.

What "tapped out" really means is the aides who are leaving now are looking out for their political careers. They know what this administration is really like from the inside. They know what the public to Congress really thinks without the press running interference for them. They do not want their time with Biden becoming a resume stain.
What getting out before midterms hits the news cycle means for them, is that they will not be seen as abandoning Biden during the midterms. I expect some who are leaving now are going to lie low from politics until after the midterms and get back in the game for 2024.
