If one is quoting a long passage quotation marks are not used. The passage is single spaced and off set from the margins. The citation should appear at the end

If he provided attribution but failed to include quote marks he made a grammatical error his advisor should have caught.

OK, so Clarke has disqualified himself from being a history professor or other University academic. Kruse has done the same. The difference is that Clarke isn’t in academia, Kruse is and should be released.

Those rules on plagiarism can be quite confusing for someone who doesn’t write for a living. The rules for plagiarism don’t cover flat out lying.

So long as there is mention in the footnotes, all is fine. The reviewers should have caught that, unless they too saw it as irrelevant.
