IMHO the onus should be on culprit to return the cart. I remember my grandmother had a personal shopping cart to help her getting back from the store:

Here they banned the old plastic bags, which PO’d me, but they replaced them with heavier gauge plastic bags that are actually better for carrying. Haven’t seen one rip yet.
