If you outlawed Robocalls, how would you ever know when the extended warranty on your car is close to expiring??
Its not just landlines. I’m flooded with them on my cell. At least with that phone I can install apps that block a lot of it (but not all).

If I don’t recognize the number, I never answer. If the caller has some legitimate business with me, they’ll leave a message.
My voicemail message states this.
It could easily be outlawed but then the GOP couldn’t call you asking for donations.
Both parties blocked this from happening.
Most people I know don't answer their phones any more, including me.

These calls are such a very big nuisance. They could regulate them and get rid of them since most of them occur over VoIP you would then make the VoIP company responsible for people who are Robo calling. We need to have a class action suit against all the Internet VoIP providers.
These calls now spoof other peoples phone numbers so it comes up with the name and number of somebody unrelated but generally in your same area code.
Landline? Good grief. Get a mobile phone. You will still receive some robo calls but they are easy to block.
There is the do not call list. If you tell not to call and they call again, in theory they have to pay a fine. The real problem is with ip phones, the calling endpoints can be changed very easily. Any one can register a local number within a minute and make calls. An overseas company (scammers or legit), can call and the odds of any action taken against them is nill. With the ease of them changing numbers or buying a whole bunch of different numbers, blocking them does work well.
Consider also that your number was recycled from someone else. If the former owner was on lots of junk lists, you will get those calls.

I have a public number and private numbers. The public number is ignored when it rings. On 99% of legitimate calls to it, a voice mail is left. Robo junk callers almost never do.
