Our Maryland county offers a program similar to this open to the public with pre-registration. They teach things you wouldn't ordinarily imagine, particularly with regard to wound care. It's a good idea for businesses and churches to send some people to take this training.
The Red Cross and especially Schools and all major Public Buildings should have augmented first aid kits that include things to address sever injuries. Those medical supplies can also be used when building collapse during earthquakes, storms, etc.
Because that's the buzz term around the country for self-defense training regarding attempted mass shootings in public places like schools, malls, churches, etc. —"Active Shooter Training."
It makes a distinction between someone legally carrying and able to shoot, versus someone actively engaged in criminal mass shooting.

Ditto. My kit includes compression bandages (aka "Israeli bandages"), tourniquets, clotting compound, Hyfin chest seals, and packing gauze with x-ray markers. Just in case. And yes, I have been trained on their use. Fortunately have never needed to apply them in practice. I've only ever needed to do some nominal cleaning/disinfecting/bandaging. (and so far not on myself!) That reminds me, I should pull everything out this weekend and check dates.
Yes, I have even taken some mountaineering first aid courses on what you should do when 911 is not an option. It was interesting to talk to my regular Red Cross First Aid responder about my first aid kit. There is a lot of controversy over the early blood clotting powders that basically destroyed tissue and some EMT’s felt it was better to let it bleed than destroy tissue.
On the other hand, depending on where the wound is or how far you are from an Rescue Service or EMT, staying alive is worth a lot and bleeding out doesn't take that long.
I agree that training is important.
I’m glad the writer calls it Active Killer rather than “shooter.” They’re not shooters as much as the perpetrators are MURDERERS & SPREE KILLERS.
