The local force is only as good as their leadership.
The Uvalde cops probably have a similar written creed. However, whether it be Texas or Pennsylvania or wherever, a creed is only as good as the individuals who profess it.
I live in small town Texas and was on our board of aldermen (city council). Most police forces is towns like mine tend to get police officers either just beginning or just ending their careers. The ones starting out don’t realize the significance of the creed and the ones on their way out just don’t care.
These towns don’t get the caliber of officers you see at state level or in big cities, both of which require degrees; most have only a certificate from the state’s licensing bureaucracy. And as stated before, most that have been in small towns for any length of time have a well-developed us-versus=them mentality and axes to grind.
A good friend of mine is a Pennsylvania Trooper. You could put his picture next to that oath. He absolutely epitomizes it.
