I think it might be helpful to provide the school secretaries with a laminated card that they could use to provide the necessary information to law enforcement.
Something similar to the SALUTE cards we had in the Army.

The school and law enforcement need an agreed upon, quick and easy means of providing at least the bare minimum to the responding law enforcement personnel.
SALT-W format is quicker. It’s what Army Aviators use to get the point across quickly.
