Why is this even a county? Because county boundaries are a matter of law, and are not easily changed.

I’m not sure about Texas, but when Oklahoma divided its counties, the county seat could be no farther than one day’s buggy ride from anywhere in the county.

They show 64 for 2020, the county is 677 square miles.
