No, teachers are considered to be in loco parentis in PA, so consent isn't possible. If she really wanted to have sex with this kid, she needed to quit her job, or transfer or something. What she did was stupid, even if you don't think it was a crime.

Age of consent in Pennsylvania is 16, so I guess she is charged with abusing her position over students. Most states up the limit to 18 when it involves a person who is in a position of trust or power. Alaska did that about 35 years ago when prosecutors determined a teacher could not be charged with any crime due to the student being 17.
