You did catch this note under the charts, didn't you? Rate per 100,000 (7-day average) is the average rate of COVID-19 cases per 100,000 for each vaccination status for the previous 7 days as noted. Rate of COVID-19 cases per 100,000 is calculated by dividing the number of cases for a vaccination status, by the total number of people with the same vaccination status, and then multiplying by 100,000.
What you see at the link is all in terms of "per 100,000 for each classification (they use the term 'vaccination status').
As for your comment about "Vaccines can not and do not prevent infection....", I could comment but it's Saturday, nice outside and I don't want to spend that much time.

If there is virus material floating near you and you are breathing, it will be inhaled and lodge in deep parts of your lungs. Viruses are known to act fast. Body reactions are known to be slow, which is why many people are fat. They eat too fast, and it takes several minutes for brain to realize tummy is full. I have observed 1000 fat people eating in reataurants and during my 43 cruises. They chew no more than 3 or 4 times and swallow the food.
And since you know so little about functions of vaccine, the BEST vaccine ever invented which eradicated smallpox from entire world, did NOT prevent me getting infected. I was innoculated in kindergarten in India, and 2 years later traveling in a crowded train journey of 8 hours I got infected. Smallpox is very nasty disease with 30+% mortality rate, sooooooo much higher than covid.
But the vaccine had done it’s only job, which is to create extra stock of anti-bodies in my little 8 year old body, and that helped me recover. I still have marks on my face from the smallpox 73 years later.
