Congress is spending money on Ukraine. There is nothing beyond the title to suggest that already allocated funds are getting diverted to Ukraine. What congress is doing is spending money, not diverting funds.
In December, Russia stated its goals to politically dominate Eastern Europe. For years as been manufacturing excuses to take over Ukraine.
Putin is restarting the Cold War and the USSR. There is no way Europe and the U.S. are going to passively sit by and let that happen. Of course the U.S. and NATO are going to supply Ukraine with weapons and funds. So far 40 countries have pledged to aid Ukraine with weapons and support. This isn't just the U.S. being involved here.
Give "Us" One tenth, one quarter, one half, all of your money, an we'll make sure that we'll take good care of you. Don't worry about a thing. We're the government and we're here to help you.

That’s equivalent of about trillion US$ for US.
Many other European countries are spending similar amounts.
US is so far trailing!
