Once cops have RAS, reasonable articulable suspicion that the guy has or is about to commitva crime (selling without a permit), he must follow lawful orders such as show id or exit the vehicle. Guy will lose this one.

Have you ever tried to get one of these permits? You sometimes have to apply and be turned down many many times before you “might” get one. And each time there is an application filing fee non refundable. If for some reason they decide you will never get one then you will NEVER get one, but they will gladly let you apply over and over and over even though they never plan to ever give you one.
