Not even on the popular vote, but on polls.

This has always been the Progressive playbook:

1. Decide on a policy (usually arbitrary and destructive).

2. Find "experts" who will claim the policy is wonderful, progressive, necessary, and just.

3. Mount a media campaign to gin up superficial "public opinion" to "demand" the policy be implemented.

(This is easy, as the vast majority of the media has been under the control of philosophically "Progressive" Left for decades.)

Force the policy on the public with court decisions or legislation.
