Is that said in an attempt to dismiss the obvious, to enable a distraction? If so, it certainly does compound the threat we actually face at the moment.
As Lurk said upthread, the threat we currently face this moment at our borders (plural because the on-the-ground Mexican border is but a part) ought to be #1 on our priority list.
"They are coming through the wire" earns first place every time. That is clearly where a sane government would use "hardware and supplies that are in inventory and paid for years ago".
