From the reporting on each, it seems these are two different things
Lend Lease Act of 2022 gives much more latitude to Biden for weapons sales / lending to Ukraine
The day after Lend/Lease passed, Biden then came out and asked for $33 Billion from Congress, as the emergency money earmarked for Ukraine in March is already spent.
This is serious WAR money - designed for long term spending on Fed.gov bureaucracy dealing with anything they say is related to Ukraine, and a bunch more weapons for Ukraine also.
Just let Putin the Ukraine, and then maybe Poland and then he will be back to being a good citizen.

Is that said in an attempt to dismiss the obvious, to enable a distraction? If so, it certainly does compound the threat we actually face at the moment.
As Lurk said upthread, the threat we currently face this moment at our borders (plural because the on-the-ground Mexican border is but a part) ought to be #1 on our priority list.
"They are coming through the wire" earns first place every time. That is clearly where a sane government would use "hardware and supplies that are in inventory and paid for years ago".
