Does not need a ground.

Right, and doesn’t even actually need a continuous surface either for a simple cage, to protect against electric shock, for example. A connected surface might be more accurate, since you could have a surface with holes all over it, and the current would still preferentially flow on the outside of the surface, as long as it is connected so there is a path.
