Dumb question, but if you thoroughly cook the tainted meat wouldn’t it be ok?

Yes. 160 degrees F internal temp minimum, but I’d go much higher because salt can increase the bacteria’s heat resistance.

Yes, but typically, ground beef is mixed by hand and you can’t control the sanitary practices of the end-user.
