They’re not stealing. They just don’t know what to do with the stuff. Once upon a time there were enough employees to go through and pick up abandoned carts and items, but there aren’t enough now...so that’s the store’s problem.
People don’t think they’re doing anything wrong, they think it will be picked up and reshelved, and if the stores are upset...why don’t they get more employees assigned to the aisles, designate a place to leave things that people have realized they don’t want, etc.
Most people are pretty cooperative, in my experience. But you have to help them to know what to do.
They don't know to put an item back where they found it? No. They're just lazy.

If you take something from the refrigerated or frozen aisle and just leave it somewhere to assume room temperature, you're essentially destroying the item. More often than not, the employee who finds it is instructed to throw it away because they don't know how long it has sat out and don't want to risk the liability of selling a spoiled product.

Ruining items not purchased is stealing to me, just someone else has to trash it.
Great points...they're big stores and I think most people do assume that there is someone assigned to that department that is over there frequently.
Also it can be confusing because most clothing fitting rooms say "don't put it back, leave it here."
