on an android you can flag contacts as favorites
Then put your phone on do not disturb/sleep mode
In that setting you can enable only favorites
Essentially, all calls are blocked and go straight to voice mail, unless it is flagged as a favorite contact.
No monthly charge to do this
No app, with potential meta data collection, required.
