That’s philosopher Karl Popper’s concept of falsificationism in science. Theories cannot be proven, they only fail (as yet) to be disproven. Did Feynman steal that from Popper? ;)
Why I love FR, always learning something. I have no idea if Feynman knew of Popper. Probably heard it second-hand from any one of the people he worked with over the years, and agreed with and adopted it.

.1% difference? That’s .001. One part in a thousand.
To make a claim that you have found a difference between two results of .1% you better have provable measurement accuracy (for me) of plus or minus .01%. That sounds hard to me.
