It looks just like New Mordor's minimalist "Barad-dûr" should; the human eye can't detect the Eye of Sauron at the top, but it is probably there too.

Blocky, impersonal, ugly, 1950s Soviet iron curtain style architecture, perfect for national security apparatus.

It could also be a telephone switching facuility. They tend to be windowless.

You could house a prison inside and nobody would know. (Renditioned to New York for interrogation...nasty thought)

I have been in that building. Used to have to go up to NY for meetings. The company I worked for had Telecom equipment in there. I did get to the roof and basement. It’s pretty cool.
