The media and Biden himself seems to be speaking of the dangers for Africa, on the grounds that it is allegedly harder for them to get wheat from other countries with Russia and Ukraine not producing wheat.

Out of ~750 million tons of wheat, Russia and Ukraine combined produce about 100 million of those tons, or approximately 13% of the global total.
