Take a look at the video showing a tour of the "bunker". It does not look like an actively used command post where you would find senior level officers. For one thing there isn't any detritus present. No coffee cups, food wrappers, water bottles, and all the other stuff present in all the other photos and videos you see of places where soldiers have been working.
The statement in the article that the troops surrendered because of a lack of food is also inconsistent with the supposed location of the command bunker near Kyiv.
