Stealing isn’t good. The gas owner paid for that fuel.
I used to have a couple small stations. There’s not much profit in fuel sales and with chargebacks, credit card fees, maintenance, drive offs, and various other things, gas could be a large lost leader especially when theft occurs. It’s already a cash flow nightmare with constant fluctuations in pricing. I would not want to be in the business now.
