Very simple fix. Don’t fund them.
That is an option every Congress has.
and it is two years till the next election.

Seriously. A real president like Trump, as head of the Executive Branch, should just zero out the budget for whole vast areas of the government. Send some people to that new branch office at the Air Force Base in Greenland (Thule AFB). But just basically layoff a few hundred thousand people. They are all scum.

To not fund them would mean producing an actual line item budget. That’s too much work. Congress hasn’t produced a budget for what? Fifteen years? All they do is omnibus bills at last year funding plus 10%. Every crisis gets a special supplemental allocation bill. (And for other purposes)
