Haven’t tried it but I read that windows has this built in but you have to do some minor scripting to do it. Saw this about 2 years ago, but it used to be there...try search.
There are websites you can upload a file to that can create a text file of the dialog.
I have done this a few months back with comedy clips I have.

Yes, DD will transcribe mp3s. I did it a few weeks ago.
I use it all the time... It’s good but not THAT good.
The key for it transcribing a played audio file is the speed of the voice recording the file. The faster the talker, the more verbal stumbles and pauses, lisps or mispronunciations, the more errors.
Try stopping the played audio between pauses. Otherwise it get’s behind, leading to more errors.
Like autocorrect, some of them can be hilarious.
From there, I linked over to Julius, and downloaded it. If it doesn't work, I'll try Dragon.
I found an Android app called Otter that does a pretty decent job of Speech-To-Text.
And it’s free for up to 600 minutes a month.
If you have an android phone, get Live Transcribe app. It turns speech into text, which you can copy and email to yourself. Great app for those with hearing difficulties.
