These are BSL-3 labs. Procedures to clean up and destroy samples are long established. Any samples present were either removed or destroyed by now.

If removal or proper disposal was not possible, dumping samples in a garbage can with water and bleach can work, although that's not by the book.

I think the 30 biolabs are in the "Ukraine region". Some may be in nearby countries. At least 11 are in Ukraine proper. What this does not include is the underground labs which may be the most deadly.
