Hampton Roads. I was there for four years going to law school. They used to call waterways “roads”.

When I spent a day on the south “beach” of Norfolk facing Portsmouth (near the bottom of your map), I was told that the Monitor and Merrimack fought in that waterway. I don’t know if somebody said one of the vessels sank there or not.
