Really, then why is Ukraine using them? The Russians have opened corridors for civilians to leave conflict zones. The Ukrainians are not allowing them to leave. The Ukrainians are also putting heavy weapons in schools and apartment buildings. Russia has been avoiding killing civilians at great costs.
