My first guess is also an accident.
However, there has now been some time for a lot of players to start planning and spinning up some counter-operations. Eventually, the war is likely to come to Russia in some form.
Mark Levin mentioned Dolittle’s Raid to bomb Tokyo, after Pearl Harbor, recommending that the Ukrainians send some operators into Russia. Lot’s of professionals probably had that on their standard checklist of options.
Let’s look to see if it turns out to have been a really constrained Military essential, or just something more prone to industrial accidents.
If I was them, if I spotted a venurable supply depot in Russia I would definitely strike it if I could.
As far as a Dolittle type raid, I would do a TB2 Strike on some Russian Military Ships off Odessa, a strike on amphibious landing ships would be idea to attrite more of the Russian Combat Troops.

Um... It's spelled "Kharkiv" now in Ukrainian - and it is located in Ukraine. And "Leningrad" is now St. Petersburg.

IAC, when you are 88 and have lived through all but 10-years of the Soviet Union's existence, some changes get lost to memory...
On the brighter side, now that the Disunited States of America is 60% of the way to becoming a genetic copy of the Soviet Union, I'm well-positioned to handle the next 20 or so years without any psychological surprises...
