I’d be surprised if illegals can’t open accounts.
During my 62 years as immigrant in USA, I have opened many bank accounts, voted in 4 states as resident, received drivers licenses in 5 states of residence and NOT ONCE I WAS ASKED to PROVE my citizenship status or even permanent resident status. Only time I had to prove citizenship was when I applied for US passport.
